Abstract

ABSTRACT Burying the head in the sand does not mean that with the passage of time the problems will disappear into world of oblivion. Time can in no manner be destroyed or killed, whether we sit down and opt to do nothing in solving predicaments of our day to day living, someday, time will go unperturbed but the adverse effects of crime will extend beyond realms of direct victims onto the members of the public. Early scholarly work since the inception of classical school has focused their attention to the direct victim of crime, underscoring the consequences of crime to the wide spectrum. Individual victims are in the first-place general members of the public before crime is committed upon them by the perpetrator. This study was presented by the concern on which turn of events has been changing on widening of crime spectrum with regard to space demographically, socially and economically. This study hence was propelled by the desire to create awareness of public on the ills of crime to their wellbeing and prompt them to report crime to the police without necessarily leaving the responsibility to the direct victim. Main objective of this study was to find out what strategies are to be put in place to enhance public reporting of crimes to the police. Sample population of 100 respondents was selected. Narok was a thriving metropolitan who was considered due to the diverse culture to the immigrant communities in comparison to the original residents of Maa community. Fundamental posit of this is that metropolis arouses diverse sociological aspects of people change in them during birth and surfaces upon interactions in various groups and environments. This includes perceptions cultural practices, religious creed, lifestyle, occupation and profession. For instance, immigrant business communities might favor the police availability and will reality cooperate for a symbiotic relationship in return for protection from the indigenous community. Conversely, indigenous community may develop resentment against the police and it might passive it as biased and working in the interest of business community. Research instrument was a questionnaire. Data analysis was based on the findings and responses. The study established that indeed a composite strategy was needed. strategies that sufficed included creation of offices of the ombudsman for public complains, strengthening gender reporting desk, uniform treatment of all during police response of crime, civil education to members of public on law, reduction of reporting procedures and ambiguities. The study concluded that the strategies were achievable when both political, social actors and civil societies expressed willingness and commitment to cooperate and respect rule of law.
